Prioritise selected 20mph zones and enforce, roll back the rest to 30mph

20mph zones are most needed in areas such as outside of schools, and in narrow streets with poor visibility. By extending zones to most of the centre including wide open roads, the council lost the battle for hearts and minds and the limits are widely ignored. Prioritise 20mph limits in the few area where they are most needed (outside schools and in narrow streets with poor visbility) and focus on enforcement there, while rolling the rest back to 30mph. 

Speed limits need to be credible and enforceable. The current 20mph limits are over-extended into wide open roads, meaning they are neither credible nore enforceable.
